Kyrgyzstan: Zulpukarov tabled a bill to ban lottery business

Kyrgyz MPs propose to ban lotteries on the territory of the country. The corresponding draft bill was tabled by MP Torobai Zulpukarov on March 15, 2016

Кыргызтан: Зулпукаров представил законопроект о запрете лотерейThe group of Kyrgyz MPs proposes to ban the country's lottery business. The corresponding draft bill was presented by Torobai Zulpukarov at a session of the parliamentary Committee on legality, law and order and crime control.

The MP noted that since 2012 in the country there is a law banning casino, bookmakers and betting operations. However, according to Zulpukarov, the organizers of gambling business found loopholes in the legislation.

At the moment we can state that lotteries fulfill functions of totalizators and casinos. I have never been gambling, but, as it turned out, there is such a thing as “instant bets” and “electronic bets”, thanks to which lotteries perform functions of casinos. The purpose of our draft law — ban lotteries in the country,

— MP stated.

At the same time, Zulpukarov specified that the government proposed an idea to leave the draw-based lottery games which will be carried out by state-owned public media. This will preserve the budget revenues from lotteries.

MP also stressed that due to the activities of casinos and bookmakers a lot of people in Kyrgyzstan committed suicide.

— the politician said.

As a result of the discussion, the Committee decided to introduce a bill for consideration by Parliament.

Note that on February 3, 2016 at the session of Jogorku Kenesh the Prime Minister of Kyrgyzstan Temir Sariyev officially announced that the government is intensively working on the creation of provision of law that would ban the lottery business of non-state companies in the country.
